No ifs, ands, or buts: the outbound sailor ALWAYS has the right of way. I'm
100% behind every courtesy rule everybody chimed in with and follow that to
the best of my abilities. Except for Welch people - especially ones with no
teeth - they're the worst! They NEVER have the right of way. If you see a
Welch person on the water, no matter what the circumstances, you have the
right to yell at him/her for being in your way.
