This is all a guess...

Old Launch

On the north side, parallel park by the dirt, near the No Vehicles signs.
Never park on the bay side of the signs, they give tickets there (lots of
tickets a few years ago).
Park perpendicular along the bushes down toward the stop light.

Never park in the lot across the street! Never put your gear on the grass
across the street. You will get a ticket or towed.

They have the same right to tell you to stay out of their lot and off their
grass that you have to tell someone to stay out of your driveway and off of
your lawn.
The reason you have been able to park there in the past is because you were
depending on the kindness of strangers. Just because they didn't push the
issue doesn't mean they were not upset.

New Launch

Seems that perpendicular parking south of the driving range is ok again,
sort of. The golf course won't pay for damage to your car, but it seems
that they have stopped giving tickets there.

Don't park along the fence across from that perpendicular parking. Not only
will you get a ticket, but your car is golf ball fodder for every driving
range slice/shank.

They have started giving tickets to cars parked on the dirt by the stop sign
by the end of the entry road. This is a little strange.

They are giving tickets for parking in front of the big gate at the beach
end of the lot. It does say no parking there.

They are very interested in keeping the circle near the rigging area clear.
You can unload there, but do not wander too far from your car. If you are
checking the water from the top of the ramp, you may find a ticket on your
car before you get back.

Don't park in my space.
