The SeaSafe is bright yellow, some kind of heavy plastic and comes in
two sizes. You need the larger size (~~12"x ~~5" diam.?) to fit a VHF
radio - it has a 4" diam. screw-on lid. The smaller size (~~9" x ~~4"
diam.?) has soft-plastic press-to-close seal, maybe 3" diam. This might
or might not fit a cell phone. Both have been completely watertight
for me, unlike layers of baggies or roll-down enclosures.
The problem with slightly leaky enclosures is that your immersion in
the water (assuming you do fall in :-) forces water in, but it never
dries out. So when your car warms up, your safety gear gets a steam
bath, which is a very severe environment for nearly anything.
They have them at West Marine.
