(I'm no expert-- but since I didn't see anyone else's reply to yesterday's assertion...)
I believe that when you power on your phone, it broadcasts its ID #. You can dial
once your carrier replies with your communication frequency(s).
Also, the 911 service is provided by the cell phone carrier. Calls are forwarded
to THE 911 if necessary.
