Igor and I went to the meeting of the Treasure Island Citizen's Advisory
Board last night and got a chance to see more details on the Treasure Island
development plan. The plan is a conceptual plan and details will be refined
during the planning process.
Overall, things look very good with two launches in good locations and
parking provided close to launching areas The question of what the ramps will
look like and who will pay for them is open, but the key is that we can get
there with our gear. Sources of funding for ramps could include the
developer, the Coastal Commission, State Department of Boating and Waterways,
etc.
I met a couple of the designers and they have been working with the SFBA
report in hand. The plan includes two windsurfing launching areas. One is at
the boatramp/breakwater where we currently launch and will include parking
very close to where the current parking is. The second launch will be at the
next corner of the island as you head west, the corner that faces toward
Angel Island. There will also be parking close to the shore at this launch.
The north end of the island will be converted into a 30 acre wetland area and
the road access will pass over or alongside the wetland. The entire perimeter
of the isalnd will be seismically reinforced including the edges around the
wetland. The wetland will only be open to the bay through floodgates. There
also may be the possibility of launcing kites between the two launch areas
because the path there will be parallel with the prevailing wind. This will
ultimately be more workable if there is a bit of an open area between the
path and the breakwater so that kites can be separated from walker/bikers,
etc.
The plan is available at the SF TI website: www.ci.sf.ca.us/treasureisland/
The download right now includes the entire report and is a large (21MB) Adobe
Acrobat file. They will ultimately break this into parts. The best image to
view to get an idea where the launches and the wetalnd are is on Pages 8 & 17
