The Commander of Station Golden Gate essentially told me that this is the
case. He takes a proactive approach. They scan the area for people who look
like they may be having difficulty and launch of their own initiative. This
will generally occur when they are busy with other rescue operations. There
are a number of cameras on the Golden Gate Bridge that can be used to scan
the area, so they Coast Guard may also be called by concerned bridge personel
or may call the bridge to ask for an assessment. I'd encourage people to
attend the Coast Guard open house on 8/25.

Shawn's advice about leaving contact info behind is good although most aren't
dedicated enough to do it. I usually at least make sure that my empty sail
bag is visible, often tying it around my outside rear view mirror. This lets
people know I'm out (and on what sail size) and means that there should not
be a debate as to whether I'm still out there or off with friends getting
dinner.
