P.S. I am reviewing the airport's delay studies and FAA's report. The FAA
report shows that the average number of scheduled arrivals on an hour by hour
basis throughout the day is 32.5/hour and the reduced arrival capacity in
poor weather is 30/hour. Spreading out the flights sure seems to make more
sense than spending up to $10 billion to boost capacity during the 10-15% of
the time that the reduced arrival rate of 30 will apply.
