The webbing, of course, does not help in this situation. I have found
this bolt to be working loose on occasion as well.

I have added a 1" snaplink to the bungee at the end of my uphaul, and I
hook that into a 1" loop of line that goes through a nut in my mast
track. This gives me a completely independent board-rig attachment and
provides a point for tying the mast base to the track in case of a
universal failure.

It does, of course, make my universal no longer completely free to
rotate many times in one direction, but this rarely is an issue for me.
