You can have a great time if your expectations aren't too high. The wind is fairly light that time of year.
I stayed in Avon, O.B. in August and had a great time. I sailed 4 of 7 days but used 6.5 gear. On the Sound side the water is nice and flat and only 5 feet deep for miles out and very warm. On the Ocean side you have small waves that are surfable. The place is very friendly to beginners. I rented gear from Windsurfing Hatteras and when it wasn't blowing they let me use a surfboard or a canoe to pass the time, no extra charge. August is a slow time for them. By now they might rent Kites and they should be sailable every day as there is alway "some" wind.
