I think there's little confusion here. First, San Carlos is neither on the
way to or from Brazil to my knowledge, except for maybe a stopover in LA.
Second, the nearest airport (Tijuana) is at minimum 8 hours away, 12 hours
if you're going with Solo (I think that's what their website says). Third,
you might get big waves, but I'm not so sure about the wind in February.
Fourth, I doubt seriously if Solo is running trips right now.

Costa Rica is a better option, but why don't you just check out the
wavesailing in Brazil. It's port tack down the line, from what I can tell
from the pictures in Windsurf magazine, plus it's summer. Other places I
would try if I was going that way would include Chile, Margarita (off coast
of Venezuela), maybe the Dominican Republic. Costa Rica also sounds cool,
but it's lake sailing.
