I think SFO is probably over-scheduling to create more delays, they
certainly aren't trying to prevent issues. I hear that most airports have a
tendency to schedule to "perfect weather" capacity as it means more money
for them, and if it's delayed they just blame it on the weather.

Also, it's interesting that SFO used to try to position that they had less
delays than they do, and now they seem to be as public as possible about
them.
