Ed,

3-4 few years ago, windsurfing was definitely permitted. I windsurfed there
once when some Fish & Games guys AND MP's were hassling some fisherman, and
they couldn't have cared less about the windsurfers.

However 2 years ago some friends were kicked off while rigging.

As there are now plain old civilian renters there, it's definitely possible
to get onto the island. However, it's unclear about the windsurfing. I've
heard rumors it's open. I would have to disagree that keeping low and NOT
determining the status is the best course of action. I believe that it needs
to be investigated as it was certainly not permitted 2 summers ago.

No.

I've sailed there, but it was a couple years ago. It's a sketch launch,
but an awesome sailing site, especially on an ebb tide. I'd say if you
can get on the island without being hassled, go for it, just keep a low
profile with the City (i.e. don't be calling to ask permission).

Big minus for the place is no upwind or downwind bailout.
