     Please be assured that I have no plans to "steamroller" or run
"roughshod"
     over anything.
     
     I am aware of the importance of the San Francisco Bay as an
environmental
     treasure for the region and as an absolutely critical element of our
     regional lifestyle and economy. With that awareness and as the Mayor
of
     the City and County of San Francisco I also recognize a need to balance

     the needs of the environment with the needs for the economy and the
     infrastructure that supports it.
     
     I am sure you realize that the situation with the Airport is absolutely

     unacceptable. SFO has a higher percentage of delayed flights than any
     other airport in the country. Both business and pleasure travelers are

     subjected to the added inconvenience and cost associated with
unreliable
     airline schedules at our Airport. Bad weather delays and flight
     cancellations at SFO create a major impediment for the national and
     international air traffic system. Fixing this problem is high on my
     agenda.
     
     Clearly the idea of placing up to 1,400 acres of fill in the Bay is an
     extraordinary proposal. At this time we do not know what the
     environmental impacts are. The job of scientifically assessing those
     impacts belongs to two agencies: the Federal Aviation Administration
(FAA)
     for compliance with federal law and the San Francisco City Planning
     Department's Office of Environmental Review (OER) for compliance with
     State law. There is a lot of speculation and concern about anticipated

     impacts and some would deny the project based on that speculation.
Let's
     get on with the analysis and have a scientific look at what they are.
     
     Also important is the Airport's willingness and ability to more than
     compensate for the scientifically determined impacts of a runway
proposal
     with an extraordinary mitigation plan. One of the Airport's objectives

     for the Runway Reconfiguration Program is to generate net environmental

     benefits for the Bay. Airport Director John L. Martin has declared a
     willingness to consider up to 20,000 acres of mitigation for the Bay
     contingent on the extent of scientifically determined impacts. The
     Airport Commission, by Resolution, has also stated their commitment to
     make the Bay ecology better as a result of this project.
     
     As I seek to balance the benefits and impacts of the Airport's proposal
I
     will consider all of the factors, not just a one sided view. That is
my
     responsibility.

     Dear Mayor Brown:
     
     Regarding your intention to steamroller the proposed SFO runway
expansion
     across existing environmental protection laws: wrong, wrong, wrong.
     
     These laws, guidelines and requirements exist for a reason -- to
steward
     our environment and protect it from short-sighted political maneuvers.
The
     Bay is a precious wilderness -- as important and vital to us as the
     mountains and redwoods and open space areas.
     
     I urge you to look beyond the short-term and bring your leadership to a

     much higher plane (so to speak) - to draw a line in the sand and say
"No
     more. We won't sacrifice this irreplaceable treasure. The Bay is not a
     'resource' to be plundered, it's a unique ecosystem we must respect and

     protect."
     
     Mayor Brown, will your legacy be that of a man with great political
acumen
     but narrow vision, who ran roughshod over protective agencies and
     regulations to inflict an enormous and irreversible ecological
disaster? If
     you believe that the expansion plans can go through without this
impact,
     you are sadly misinformed.
     
     I urge you to convene a regional transportation panel, listen to the
     alternatives and lead the Bay Area toward a comprehensive, long-term,
     environmentally sane solution to our transit needs.
