The year I worked out pre-season, my sessions were much longer, and my
arms weren't as sore, for the first few sessions. After that, my normal
sailing routine sufficed.

Unfortunately, I don't remember all the machines I was doing rotations
on, but I went into my employer's gym and said "I wanna work on upper
body strength and endurance for windsurfing." They set me up with a
25-30 minute repoitoire on a series of machines that mostly worked my
forearms, a lot of curls, both turned in and out, and the universal where
you push your forearms in. Sorry, I don't remember the specifics.
Rolling up a weight connected to a rope attached to a broomstick handle
really does a number on you as well.

Other stuff does get sore and tired, but for me, it's mostly my forearms.
 Overall aerobic and leg/back conditioning seems to be helped by
off-season mountain biking.
