The San Francisco International Airport has proposed to construct new
runways on fill in San Francisco Bay.

To help frame the scientific issues that the environmental review and
permit application documents will need to address, the San Francisco Bay
Conservation and Development Commission (BCDC), along with other state
and federal regulatory and review agencies requested that the National
Oceanic and Atmospheric Administration (NOAA) convene an independent
panel of scientific experts. The panel will help identify the relevant
issues and propose methodologies and approaches most appropriate to
address these issues.

Panelists will:

* assess the current state of knowledge that exists to address these
questions and

* recommend studies and methods for assessing impacts to San Francisco
Bay.

The panel will also consider potential expansion at Oakland
International Airport in the scope of its analysis.
