Deleted identified the California Coastal Commission as the government
agency with jurisdiction in the case of bay access. His idea is right on, but
the information is incorrect. The Coastal Commission only has access on the
coast. The San Francisco Bay Conservation and Development Commission, or
BCDC, has jurisdiction over the bay in a fashion similar to the Coastal
Commission.

It was BCDC that was responsible for requiring Foster City to provide
windsurfing acces in the first place, and BCDC must approve any project on or
near the shoreline. I have been monitoring BCDC's meeting agendas for years
for items of concern to windsurfers. BCDC has enforcement power on violations
of regulations or permit conditions, but I don't believe there is a clear case
of this at Third, and it would be a very slow enforcement process in any case.

So what can be done about parking at the old launch site, the golf ball
problem, etc?

1. Generate a list of Foster City residents who are windsurfers who will
write and speak to City staff and council, to whom one local voter is worth
any hundred non-local windsurfers. SFBA can start the effort by generating a
list of members with Foster City zip codes.

2. Wait for the city to need a permit from BCDC, i.e. for road improvements,
and lobby BCDC for help (I will sound the alert if a permit is upcoming).

3. Communicate through and support Jay Runge in his efforts to work with the
city. He has attended at least 2 meetings with city police and parks
department, and has done more directly and indirectly to help 3rd. Ave.
windsurfers than probably everyone else put together. (May anyone who calls
him names be becalmed through all eternity).

4. Join SFBA and use it as a resource to get and stay organized to work on
the problem - the organization isn't going to solve problems for you - it is a
tool for yyou to use.
