To sail Tubamancha, drive to the Limantour Beach parking lot in Point
Reyes. Rig by your car, carry your gear down the long path to the beach and
launch right there. There can be some fun swells all along the beach, but
the famous Tuba is over a mile upwind at the mouth of Drake's Estero, a
small river which empties into the ocean at the north end of Limantour
beach. The sand bars there create awesome breaking waves. There are
beatiful cliffs looking down on the scene and basically no sign of humans.
Its a magical place. You probably won't see anyone there. Very few people
walk all the way up to Tuba from Limantour, and there is no other way to
walk there.

As far as sailing Tuba, I strongly recommend sailing with a buddy. If
something goes wrong when you are alone up there, no one will find you or
even to see a flare. Walking back with your gear would take close to an
hour!

It can be a bitch getting that far upwind, especially on a wave fin. One
guy I know puts on a pointer, sails up to Tuba, goes in to the beach, and
then switches to his wave fin. In any case, its doable, and there are some
swells to ride and beautiful scenery to look at as you work your way up to
Tuba. Good luck.
