Yes. But I made a pocket on the back of my PFD, so it doesn't matter.

It's an interesting concept, but I wear a lot of seam-sealed GoreTex and
I have a feeling for it's waterproofness. I would never trust $250 of
electronics to an immersed GoreTex bag.
