I have an extra ProActive Safety Kit that was put together by the SFBA,
and sold through the local shops. I bought myself one last Dec, and was
also given one as a gift. I haven't gotten around to returning it, so
if someone wanted to buy it from me, I'd sell it for $39 (what I paid
for it). It includes:

        2 SkyBlazer Red XLT Aerial Flares (U.S.C.G. Approved) adapted for
          windsurfing use
        20 ft towline
        1 Silva Type 11 Outdoor Compass w/Whistle
        1 12 hour flourescent glow stick

All contained in a bright flourescent orange mesh bag, that serves as a
distress flag. The kit includes nylon webbing straps to attach it to your
harness. There is also extra room in the bag to fit any additional items
such as a strobe (not included).

All for $39.
