I was thinking it could go either way. But based on the discussion, I would
say that the C.G., once contacted would almost always respond. Contacting the
towing service directly for a stranded sailor not in danger would be the most
practical.

That sounds like a great idea! "Board side" assistance! I think this should
be addressed by the SFBA. What's the best way to communicate these ideas to
the SFBA?
