I agree with Peter. Precision Technical Sewing doesn't have the
first clue about windsurfing sails, or, as best I can tell,
anything at all. They are terribly expensive and "not service
oriented" to say the least. This is based on several "repairs"
of mine & others gear, sails, zippers, you name it. Their work
might seem reasonable until you see the like-new repairs that a
true professional can do.

If I ever blow out another panel, I would send it to Northwave
in Hood River or one of the other lofts there. They do good work
and they don't charge much, although shipping both ways adds
about $30.
