I remember reading Mike's old book on WSing in the Bay Area and it
spoke of a Bay Sailor could find wind 10 of 11 days but had to
travel...

I think it has to do with the SunSpot cycle which peaked in 2000
after a trough in 1996/97 http://www.sunspotcycle.com/

I think our best wind at Coyote since I have been windsurfing was in
1995/1996... near the trough of this chart

The good news is we are not approaching the next trough.
