The technique I use on a stuck regular mast ought to work on a skinny mast.

I have two lengths of 2x4:
One is about 4 feet long, and has a hole in the middle, long enough for a
mast to slide into loosely at the joint.
The other is about 2 feet long and has a half circle the same diameter cut
into one end.
Each piece of wood also has a small hole drilled and a couple feet of
downhaul line threded through it and tied off.

How it works:
You take the stuck mast and put it through the hole in the long 2x4, to one
side of the joint. The 2x4 is lying on the ground. You tie a clove hitch
around the mast to resist rotation (in one direction).

You take the other 2x4 and place the half circle cutout on the other side of
the joint. You tie a clove hitch around the mast to resist
counter-rotation. This shorter 2x4 should be sticking up in to the air.
This is your lever.

You pull on the lever and the tremendous leverage rotates the masts halves
and it eventually works free. I've done this a couple times successfully,
based on an article I read in the New engladn Windsurfing Journal. I do not
know of anyone who's damaged a mast this way, but it's probably possible.
So you try it at your own risk! (Just like everything else in life, I
guess!)
