I found the article. It's on Page A7 of the Chronicle, but I don't know
what day. Here it is, the whole thing:
The government warned manufacturers of dietary supplements yesterday that
comfrey, an herb in some of their products, is known to cause liver damage.
Several people have become ill over the past four years from taking comfrey
as a dietary supplement or as a tea, said Christine Lewis, director of the
Food and Drug Administration office responsible for dietary supplements.
There have been no reported deaths, she said. "It is a dangerous substance,
and we don't think it should be marketed," Lewis said yesterday."

There wasn't that much information provided--it was a very short article.
The article (which unfortunately I've tossed) was aiming itself at comfrey
included in over-the-counter supplement type products, not using the raw
plant. I assumed it was for ingested, refined products. The article didn't
say much about how they've figured this out (whoever "they" is). One could
say that drinking alcohol causes liver damage--while it's a true statement,
it lacks the requisite "how much" information and knowing that doesn't stop
most of us.
