It is possible that some funding could be approved by FAA and the bulk could
be raised using airport revenue bonds that won't require a bill in
Washington. The interest on the bonds will be passed on to the airlines who
will builsd it into the fares at a rate of about $4 per passenger per billion
financed. If this thing ends up costing $10 billion, look for an increase of
$30-40 per ticket ( which will drive people to Oakalnd and San Jose where
they will be ultimately going anyway). Willie admitted in a talk to Silicon
Valley executives that it is really about SFO's desire to triple air cargo.
