Of the places that I have tried:

Margarita peaks in wind strength in March. This is a hassle to get to from
the bay area(2 days of travel to get there). Port tackjumps with bump and
jump sailing in high winds.

Baja, a bit early for the west coast, and a bit late for the Sea of Cortez.
The west coast could be good but you are taking your chances about wind and
rain.

Costa Rica: Again a bit late, the wind peaks here in Dec-Feb. Could be
good but you take your chances.

Maui: A little early, The wind is really dependable in June and July.
There are likely to be good waves in March, but the winds may or may not
blow for you. Of course there are worse places to vacation in the absence
of wind.
