Sorry to hear that you have been hit... must be tough..
Last year I have seen a ball landing on a car parked next to mine.

I am not a US citizen nor aware of the local legislation...
However, in my opinion the parking is public and operated under the city
(Foster City) regulations - right ?
Hopefully a lawyer would help you to identify who is responsible : the
golf club or the city.
Some signs have been added (was it last year ?) : "Watch for golf
balls".
Has it been done by the city to avoid lawsuits ?

Here the conclusion of this story :
There is slightly more chances of being hit by a golf ball at Third than
bitten by a shark at Waddell.
In the last case you will even have Discovery Channel's coverage as a
shark attack survivor.
