Is there anything that you could put in a safety kit that would create some
drag that would be beneficial here?

A tiny water parachute perhaps?

yep, same experience, i just sailed it in. along w/ the upwind bit,
another hard part was waterstarting because the board will immediately
start sliding downwind, thus, you have very little resistance on the
board to help you pull up out of the water. just waterstart quickly
before the board has a chance to start downwind.
