The developer of the project at 301 Airport Boulevard is appealing the 6-0
denial by the Burlingame Planning Commission. The appeal will be heard by the
five members of the Burlingame City Council. The schedule as it stands now is
for a 'study session' on June 7th at 7:00 p.m. and a public hearing and vote
at a regularly scheduled council meeting on June 19th at 7:00 p.m. The study
session may have limited opportunity for public comment or no public comment
component. Meetings be held at City Hall, 501 Primrose Road, Burlingame. To

Vice Mayor/City Councilman Joe Galligan has contacted the State Fair
Political Practices Commission (FPPC) in order to aid him in determining
whether or not he should vote on the appeal. Galligan has ties with the
lender who has financed the development property.
Galligan has indicated that he owns approximately $1,600,000 worth of stock
in Greater Bay Bancorp. Greater Bay Bancorp (GBB) in turn owns Mid-Peninsula
Bank (MPB). MPB has loaned approximately $15,600,000 to the developer who is
appealing the decision of the Burlingame Planning Commission. Galligan is a
director of Peninsula Bank of Commerce which is owned by GBB. Galligan was a
director of MPB as recently as 1998. The FPPC has thus ruled that Galligan
does not have a conflict of interesta nd may vote. A final ruling from the
FPPC is due in the next 2-3 weeks. If you have concerns or comments, contact
