The EIR was modified prior to the Planning Commission vote. The EIR still
finds no significant impact based on the wind speed standard but adds the
mitigations below. The mitigations are not binding but would be expected to
set a theme that the Commissioner should follow in the approval process.
Evaluation of project changes would be by the wind speed standard established
in the RDEIR and would not look at turbulence effects. The latest report by
the consultant for the City puts the estimate of wind speed impact at 10x
building heights the estimate of turbulent effect is 25-50x building height.

Mitigation K.1.a

"Reduce project bulk and/or place taller structures in the western portion of
the site to reduce the project's effect on the wind speed on the Bay to the
east of the site."

"Although not neccesary to meet the impact significance criteria, to the
extent that the mass of the project is reduced, some reductions in the
effects on the wind speed would result. Reductions in height of the project
buildings would decrease the downwind distance over which reductions in wind
speed otherwise would occur. Reduction in project building width or
relocation of buildings could reduce or eliminate some of the wind shadow
that otherwise would occur near the Airport Boulevard bulkhead."

Mitigation K.1.b

"The City shall require that any change to the project as proposed would
require evaluation by the City to ensure that the impact on wind speed would
be less than that of the currently proposed project. The finding of the
evaluation would be reviewed by the planning commission."

Mitigation K.2.a (regarding future development at 300 Airport Boulevard)

"Implement Mitigation Measures K.1.a and K.1.b above."

Mitigation K.2.b (regarding future development at 300 Airport Boulevard)

"The City shall require that any future land development projects proposed
for the Anza Area of the Bayfront Planning Area consider recreational wind
effects in the area of the Bay to the east of the Anza Area and mitigate any
such effects to acceptable levels."
