Subject: Berkeley Waterfront Plan Meeting

About 60-70 people attended the third and final workshop meeting today
(2/6). Three draft scenarios were presented, ranging from a "fixing the
basics" plan to moderate enhancements, to major enhancements/developments.
It was reassuring to note that the summary document from the November
workshop had windsurfing issues and comments liberally sprinkled
throughout. However, the whole economic basis of the Marina is a major
factor and new sources of revenue ( site leases, dock rentals, user fees,
etc.) will have to be obtained in order to accomplish many of the changes.

The meeting then broke into 4 groups who discussed/debated each of the 3
scenarios and detailed their desires. The windsurfing community was again
well represented and managed to infiltrate each of the 4 groups, so it's
safe to say all groups had "our" input. Some names include Vlad, Steve,
Don, Brian, and Jerry. Peter from the Coyote Pt. WS activist group also
attended at the beginning.

At the end (after about 3.5 hours - but not too attractive a day to be on
the water anyway) we regrouped and a report was given from each of the 4
groups. All info was well noted and charted on drawings so that the
planners and their consultants should retain most of the input received and
be able to incorporate it for the next phase. The planners will take this
input, refine further, and next present at the Waterfront Commission and
the Planning Commission (no specific dates mentioned), prior to full City
Council hearing. Then on to CEQA/EIR process and final acceptance.

Windsurfing issues of particular note:

1. South Basin (CalAdv./Cal Sail - seems to be some "tension" between???)
is considered to be a major WS location and our needs are recognized and
supported. Issues emphasized and/or draft plans include relocating the dry
boat storage to North side of Marina (boatyard area), more aesthetic
waterline, paving appropriate parking areas, arranging for easier water
access (stairs/ramps/sand beach, etc., as well as longer docks), one way
traffic flow thru lot area, much more rigging space (lawns, etc.), and rest
rooms and showers.

2.His Lordships area is also recognized as very important for WS. Spectrum
of ideas/goals included one way traffic (loop back around His Lords parking
lot), allowing for wider strip of grass/path between shore rocks and
street; maybe relocating all parking behind trees/berms away from seawall
- but need to view Bay while sitting in cars was emphasized; demolishing
His Lords and really developing that launch area for us (wow!!);
installing low height restaurant and hotel in middle of the big parking
area (major emphasis on need to avoid both upwind and downwind shadow
effects was clear, only 1-2 story); need for WS car parking and rigging
was accepted; restrooms & showers also needed. One idea was a WS
"destination" hotel in this area (not from a WS'er).

Final activity to report on was an informal discussion and tour I managed
to have after workshop with His Lordships VP, John Tallichet (son of the
owner of His Lords "chain", both live in So. Cal) and that restaurant
group's regional manager, Mr. Hoss (no local manager at this time, Hoss is
in charge and was the on-site mgr. during mid-90s, so knows site well).
Both men attended the workshop and seem interested in WS needs, as well as
recognizing WS "entertainment value". The launch site tour was in driving
rain storm, so showed some interest!

We discussed how the arrangement of their seating minimizes viewing of our
activities and that one cannot go in for a few drinks and watch (photos of
hero jibes taken by loved ones sipping margaritas out of the wind - or is
that only my fantasy?), as the bar is on wrong side. Also, we discussed
the "hose problem" and they agreed to consider installing a hose/shower
with timer somewhere over under the two trees, right above the launch
lagoon. That area will be improved with installation of a trash compactor
and removal of the messy trash bins. They don't like unrestricted water
hose access where it was on NW corner of restaurant as lawn was killed too
often by people dumping out ice chests etc.(??). Actually, maybe it was
saltwater from gear and sails and/or leaving sails on lawn too long (but I
noticed no problems for several recent years when the hose was there)?
Finally, they were supportive of improving access to the lagoon, but don't
control that area. Might be possible to convince them to "cost share" some
development (their $, our labor?) if the Marina management and/or BCDC go
along with any plan.

So, not bad for our side, so farŠ..

Berkeley Waterfront Commission meeting next Weds Feb 10th at 7PM at His Lords.
