   Whether you live near the Bay or on a different continent, please
take a few minutes to help save San Francisco Bay windsurfing at Coyote
Point. This is an emergency.
   HUGE buildings on the Bay will probably destroy Coyote Point -- one
of the most popular windsurf locations in the world. With your help, we
can prevent much of the damage.
   THE DEADLINE TO ACT IS OCTOBER 28, 1998!!! FAX instructions are in
the ALERT. Forward this e-mail to everyone you know. Below, you will
find the ALERT and the COMMENT LETTER. And, if your e-mail lets you open
attachments: an incredible JPEG photo from the Environmental Impact
Report will come as an attachment to a second e-mail from me. You must
see it to believe it.

THIS IS A PUBLIC COMMENT IN REFERENCE TO DRAFT ENVIRONMENTAL IMPACT
REPORT SCH Number 98041109 (301 AIRPORT BOULEVARD)

PART I. IMPACTS ON THE ENVIRONMENT
        The Environmental Impact Report is not adequate and not complete
because it does not identify the following as a "very significant"
impact: The impact on the existing recreational facility Coyote Point
Regional Park, which is one of the premier windsurfing locations in the
world.
· The proposed 5 building development by DWI Inc. would create an
extreme wind shadow which would severely impact, and possibly destroy,
Coyote Point as a windsurfing location. The proposed development would
be located directly upwind from the Coyote Point launch, causing it to
block the "northwesterly winds generated by high-pressure cells over the
pacific ocean…and forced into a more westerly orientation." (Cited from
EIR page III.C.1)
· Coyote Point is internationally renowned and has been used for over 18
years by thousands of windsurfers. Windsurfing is a healthy,
pollution-free, and revenue-generating sport.
· In addition to the impacts already cited as "significant" in the EIR,
including: increased traffic, degraded air quality, degradation of
runoff water quality, and obstruction of views, the obstruction of wind
that would be caused by this project must be addressed. Serious health
and safety issues are also present: if a windsurfer is not able to
return to the beach due to the wind shadow, increased numbers of
emergency situations, including Coast Guard rescues, will result.
· The EIR reports that "The proposed project would exceed the maximum
height allowed…(Seven Story) Building C would have a height of 98
feet…whereas 65 feet maximum is allowed." (In addition, a 128 foot,
Eleven Story building is proposed as part of an alternative plan.) And,
"View Obstruction from Airport Boulevard would be 77 percent, whereas 40
percent maximum is allowed." (EIR page III.A.3)

PART II. WAYS ADVERSE EFFECTS COULD BE MINIMIZED
1. The City of Burlingame should deny all requests for Special Permits
to exceed the limits established in the 1981 Burlingame Specific Area
Plan for building height, lot coverage, landscaping, and view
obstruction.
2. The City of Burlingame should choose Alternative 2 in the Report,
"Reduced Office Development" (EIR page S.2), which could require
developing only one of the phases of the project.
3. Any building(s) should be located at the south end of the property to
minimize the wind shadow. (Ground-level parking lots should be located
at the north end.)
