I researched this when I got my radio a year or so ago. I think it was around
early 1997 that the law which had required a radio operator license for a
simple VHF marine radio was changed. No license is now neccesary. My Icom has
buttons which allow one touch access to 9 and 16. My understanding is that an
emergency hail should go out on 16 and Coast Guard will likely ask you to go
to 22 or another operating frequency.
