I'm a few days late in checking in but I wanted to pass along my
knowledge and opinions on the golf ball issue as an SFBA Board Member
and the unofficial representitive for Third Avenue. On Sat. June 7 from
9 to 12 am we'll have the annual SFBA clean up and launch ramp repair
day, at which we can discuss and plan this further.

If you get the SFBA newsletter (and you should join so you do), you
read that I have written a letter to the Foster City Council, cc'ed to
the City Manager, Parks Director, and Golf Range Manager, asking that
the City require the range to put up nets at the end of the pitch and
putt course, as well as thanking them for paving and expanding the lot,
and asking them to budget money to fix the ramps, which was already in
the works.

I didn't get a response to the letter. I talked to the staff of the
Bay Commission about the golf ball and ramps problems. They may be
able to help, and are certainly on our side. I have sent them a copy
and asked if they can help, possibly in conjunction with the City's
permit application to widen and extend Third Avenue to the bridge.

It is unlikely the City would try to close down the parking area
because of the golf ball issue, but we should still be circumspect in
dealing with the City. They have spent a great deal of public money to
accomodate mostly out-of-towners and the Council must answer to their
constituents.

problem is still serious for the range and the pitch and putt course.
My preferred approach would be to come to the City with something
positive (a donation toward the ramp reconstruction?) and also politely
but clearly make our case that the golf ball situation is dangerous and
that they need to do something about it for the sake of the Bay trail
users if not for the Bay access parking (remember, to them its not a
"windsurfing site").

If this doesn't work, SFBA may be able to arrange bro bono (free) legal
assistance, or pay for it if necessary, though we would be askng for
donations. We would still start with polite pressure before resorting
to court action.

In the interim, it would be helpful to have a collection of print-outs
of the E-mail to share with the City, or a least to compile from them
at the number and timing of complaints. I have a collection of 50
balls, which if added to other collections might make an impressive
display for the City.

On the duck pond issue, I was told by City staff that this wouldn't
interfere with our use, but I'll check it out further.
