I bought one of the windsurfing safety kits that the SFBA put together and
were selling in the windsurf shops. It's a small bright orange mesh pack, with
a plastic D-ring on each corner. The kit contains 3 flares, rope, a plastic
compass/whistle combination, and I added the strobe to it. I went to Redwood
Trading Post (ElCamReal, Redwood City, REI would probably also have them) and
bought four interlocking buckless, 3/4" wide. Using 3/4" nylon webbing (also
bought at RTP) and a sewing awl, I sewed the 4 female connectors to the back
of my harness with a small loop of the webbing on each one. I lined them up to
match the 4 D-rings on the safety pack. I then attached the male connectors to
the D-rings with two plastic tie straps. I sewed 4 female connectors to both
of my harnesses so that I can attach the safety pack to either one.

The sewing awl is available at REI, comes with a very heavy duty thread and
costs about $10. It has instructions on how to use it. The nylon webbing sewn
on to my harness will tear the harness before they will come unstitched. Very
strong.

The connectors are big enough, that I can reach behind myself and unclip the
pack when needed. I've never needed it yet, but I would then tie it to the
front of my harness after unclipping it from my back.

Unfortunately, the safety pack has started to come apart, the D-rings are
pulling out of the seams on the pack, and the pull tab on the zipper fly has
broken off. I'm going to check out REI to find something similar (hopefully
better).

It's very unobtrusive, and in fact, I carry my booties in a fanny pack that I
wear over it.

I currently have a nylon webbing strap with a ladder lock buckle threaded
through slots on my strobe. I plan to replace that strap with a velcroe strap
that's used for holding bike pumps on to bike frames (available at bike
stores). Using a velcroe strap would be much easier than messing with a ladder
lock buckle in conditions like yesterday!
