The mordida has been a way of life for the officios in baja forever. I
grew up in La Jolla, and we used to call the excuse to pull us over
"illegal display of surfboards during daylight hours". There were a few
years in the mid 80's were it was under control, since you could report any
policeman who took a bribe from Ensenada north to the San Diego County
Sheriffs and they would get booted off the force.

The Federale checkpoint past Ensenada used to be the furthest south you
could go without a "tourist card", available from the insurance offices in
San Yisidro. It's not very official looking, but it can save you a few
bucks in "tolls" at the other checkpoints. The best thing, already
mentioned is to try and chit chat in Spanish (I always like to find out if
they have relatives living in CA, most do). The worst thing, also
mentioned, is to have any guns, weapons, drugs, illegal items or farm
animals that you don't have a bill of sale for.

I like to think of it this way: I'm in their country, with all my shiny
toys and stuff on display on my crummy pick up that is way nicer than
anything they've ever had. They're from a farming town outside San Blas,
make three dollars a day, and have a loaded M-16.
