I think the problem with the cell phone is when comes time to use it.
I am not sure how easy it would be to keep it protected from the water
in a 30K wind with a broken collarbone or something else hanging to
your gear with one hand. At laest the water-proof VHF can handle that.
I had tried carrying my cell phone in a waterproof bag that leaked.
The phone stopped working until all the water had dried. Then I had
bad contacts and had to have it serviced... If you spatter your cell
phone with water out there, you might be out of luck. I'm surprised
nobody has come up with a yellow "sports" watersafe cell phone yet...
I think you can make phone calls from a VHF through some operator.
Just make sure you have you credit card handy written on your
     waterproof bag...:-)

If the waterproof bag works well enough to carry in a Gorge Gear vest without
any other protection, why not put a cell phone inside one?

Did anyone get a chance to try a waterproof cell phone bag last summer?

Cell phones have certain advantages: cheaper, esp. if you own one; no
license; you can call someone else besides the Coast Guard, so you don't have
to wait till it's an emergency; and you can order out for pizza.
