This is exactly the scenario that the CG has complained about in talks
with the SFBA. A situation where someone calls in a downed sailor, then
disappears, and the CG really don't know who called, or if the sailor
made it in OK. It sounds like the CG was out searching until 2am
Monday. They can't just assume that the windsurfer made it in on his
own, they are obligated to continue searching. It is critical that when
someone calls in, they (or someone who is apprised of the situation)
stay in touch with the CG, to let them know if the downed sailor makes
it in on his own.
