Too all the techno geeks on this list,
Give a call to the Marin bay model and see what they have going on.
Haven't been there in ages but it's fun.

There are a huge number of factors that affect the currents in the
bay. From land formations to snowmelt and salinity levels.

You may be able to come up with a rule of thumb but it would
be different for each location. If you want the answer--
that's why the tables are there. Thumb through them.

Of course probably you want the fun of figuring it out.
Check out the tide and current tables.
Pick your favorite spot and see what corrections are used.
Some have a map of the bay showing currents at different times
of the tidal cycle. You will see that some places will be still
be ebbing while others are flooding.
Compare fall and spring of a drought year with a wet year
to see what affect the rivers contribute.
