How often do they rescue windsurfers at Crissy? Other sites?

What would be required for a permit?

If windsurfers are creating a measureable load on Coast Guard services,
I think it actually could make sense to impose a permit requirement as a
way of supporting some rescue service, Coast Guard or otherwise. The
permit fee could be $50 for a season pass (for the whole Bay?) and would
be well down in the noise level for windsurfing costs. The remaining
problems would be enforcement (how much does *that* cost?) and providing
a decent way for folks to buy a one-day permit. A question: sailboats
are required to have state registration, but do they have to pay
anything to support Coast Guard rescue services?
